Scottish Association Annual Meeting – Consolation Cup
The proposed alterations in the rules were then considered. The Bathgate suggested that there should be a Scottish Association Consolation Cup. This was seconded. Mr Ward moved the previous question. The motion was carried, and it means that the Scottish Consolation Cup shall be competed for by all the clubs who fail to qualify for competition for the Scottish Association Cup.
Clubs competing in the Consolation Cup competition shall be grouped into counties or districts in the same manner for the Qualifying Cup, or as the committee may determine.
The Clyde proposed that the following rules should apply to all cup ties – “If a tie is still undecided after a second match, clubs must mutually agree on ground, failing which the committee will select neutral ground. Half an hour extra must be played in all matches after the second, and that subsequent matches must be played in the week following the second match on a day other than a Saturday until the tie is decided.”
The Scottish Association proposed “That the above rule should apply only to Scottish Cup ties,” and this was agreed to.

The Exemptions from Qualifying Cup
The first meeting of the newly constituted committee of the Scottish Football Association was held last night at 6 Carlton Place, Glasgow. The President (Mr John Liddell, Queen’s Park) was in the chair.
Without a vote being taken, it was resolved to exempt the following clubs from taking part in the Qualifying Cup competition :- Celtic, Heart of Midlothian, Queen’s Park, Hibernian, Morton, St Mirren, Port-Glasgow Athletic, Motherwell, Airdrieonians, Dundee, Kilmarnock, Rangers, Third Lanark, Partick Thistle, Aberdeen, and Falkirk, the remaining two First League clubs – Clyde and Hamilton Academicals – this being compelled to take part in the Qualifying Cup competition.
