Scottish Association – League Clubs and Exemptions
The annual general meeting of the Scottish Football Association was held on Tuesday night at 6 Carlton Place – A. M. Robertson, president (Stenhousemuir), in the chair.
Cup Competition Rules
Mr Nicol (Falkirk), seconded by Mr Craig (Rangers), moved that 18 clubs be exempted from participation in the Qualifying Cup. The previous question was moved by Mr Williamson (East of Scotland) and seconded by Mr Saunders (Alloa), but on a vote the motion was carried by a large majority. The effect of this motion will be that probably all the Scottish League First Division clubs will be exempted from the Qualifying Cup ties. It was proposed that only one Saturday be devoted to Scottish Cup ties. Hitherto two Saturdays have been allowed. The previous question became the finding of the meeting. Further alterations in the Cup competition rules were made, the important being – ” A Cup tie cannot be abandoned, and the game continued as a firendly match;” and “If the ground is declared unplayable for a Cup tie, no other match shall be played.” The entire rule relating to protests was deleted, the new rule substituted being – “Protests must be intimated to the referee and the captain of the opposing club by the captain of the club protesting before the players leave the field of play, and must be lodged in writing with the secretary of the Association, accompanied by a deposit of 10s, not later than 12 noon on the second day after the match (Sunday not being included as a day). The council shall have power to retain the deposit, and to order either club to pay the expense connected with the protest. Should a protest be sustained, the council, whose decision is final, shall act as they deem fit, but successful protests against players for violations of Articles of Association shall not be sufficient cause for the replay of a tie.” The alteration means that protests for close season or professional infringements will not be valid.

Scottish Qualifying Cup – First Division League Clubs Exempted
The first meeting of the new Scottish Football Council was held in Glasgow last night, when there was a full attendance. Mr R. M. Robertson presided. The first business was the exemption of clubs from taking part in the Qualifying Cup competition. By virtue of their being semi-finalists, Celtic, Clyde, Rangers, and Heart of Midlothian were exempted. Mr Nicol, Falkirk, the moved that the remaining clubs in the First League Division make up the exempted 18. This was agreed to unanimously.
